Relations between Leningrad and Dresden were officially established in 1961. Since the early 1970s, production collectives in the two cities have been in direct contact with each other. In 1987, Dresden hosted the Days of Leningrad which were followed by the Days of Dresden in Leningrad in 1989.
In the winter of 1991, residents of Dresden sent two containers with humanitarian aid to Leningrad. The mayor of Dresden, Herbert Wagner, visited St Petersburg from November 6-8, 1991 on the occasion of the renaming of the city by its historical name. In early 1994, deputy mayor of St Petersburg Vladimir Putin paid a visit to Dresden.
In June 2000, St Petersburg hosted an exhibition called, Welcome to Dresden: High-Tech and the Baroque.
The St Petersburg Philharmonic Orchestra, conducted by Yuri Temirkanov, performed in Dresden with great success in May and June, 2001.
In November 2001, Dresden hosted the Days of St Petersburg to mark the 40th anniversary of the establishment of friendly ties between the two cities. The German-Russian Cooperation Forum was the main event on the programme.
The Dresden bureau of Saxony’s Economic Development Organisation opened a representative office in St Petersburg in October 2002. Its main mission is to facilitate corporate ties and provide travel support for businesses in St Petersburg and Germany.
In November 2003, 70 lime trees, a gift from Dresden, were planted in St Petersburg as part of the ceremony marking the 300th anniversary of the founding of the city. The mayor of Dresden, Ingolf Rossberg, attended the ceremony. Another gift from Dresden, a children’s playground outside the Youth Theatre in St Petersburg, was unveiled on May 25, 2003.
In January 2005, the Saint Peter Evangelical Lutheran Church in St Petersburg received a Christmas Star as a gift from Dresden.
On July 5, 2005, a memorial stone was unveiled in St Petersburg’s Primorsky park Pobedy (Victory Park). The stone celebrates the meetings of the youth from the sister cities of St Petersburg, Dresden and Rotterdam.
From March 31 - April 2, 2006, a delegation from St Petersburg attended ceremonies marking the 800th anniversary of Dresden. The delegation presented the mayor of Dresden with a symbolic gift, a score of the Et resurrectit... symphony, written by St Petersburg composer Igor Rogalyov on the occasion of the anniversary.
From June 8-10, 2011, a delegation led by St Petersburg Governor Valentina Matviyenko visited Dresden to attend celebrations marking the 50th anniversary of the partnership between the two cities. The Governor held talks with Deputy Mayor of Dresden Dirk Hilbert, in which they discussed cooperation between the two cities. She also attended the naming ceremony of a Dresden tram, which they named after St Petersburg, and laid a wreath at a monument to the fallen soldiers at the Soviet military cemetery in Dresden.
As part of the visit, a conference was held on trade and economic cooperation between St Petersburg and Dresden. The delegation also visited a number of companies in Dresden. The festivities included performances by St Petersburg artists as part of the St Petersburg Summer Festival in Dresden, organized jointly with the city of St Petersburg.
