Graduated from the Moscow State University of Culture and Russian Academy of Civil Service under the President of the Russian Federation.

1980-1982: served in the Armed Forces.
1983-1991: worked in cultural establishments of Moscow and Moscow Region.
1991-1993: worked in the publishing business.
1993-1995: deputy of the Moscow Regional Duma from the Sergiyev-Posad District of Moscow Region, member of the Committee on Legislation, Power and Local Self-Government.
1995-1999: deputy of the State Duma of the Federal Assembly of the Russian Federation, deputy chairman of the Culture Committee.
1999-2002: deputy governor of Moscow Region, first deputy chairman of the Moscow Region government.
2002-2005: deputy mayor of Moscow in the Moscow government.
November 22, 2005: unanimously approved by the Legislative Assembly of Ivanovo Region as the governor of Ivanovo Region following his nomination by the president of Russia.
December 23, 2005: assumed the office of governor of Ivanovo Region.
October 22, 2010: approved by deputies of the Ivanovo State Duma for the second term as Ivanovo Region governor.
