Vladimir Putin: The loss of your loved ones is so terrible and tragic that any words of condolences are inappropriate here. I realise this. Still I want you to know that what is important here is not the formalities, the compensations and assistance on the part of the state: this goes without saying. Everything will be done as it should be. But I want you to know that we are all grieving together with you.
Naturally, there is always the professional risk. The investigation of such disasters always prioritises an all-round study of the problem, including the so-called "human factor", which implies the violation of fire safety regulations, etc. This conjecture could be made after the first explosion. I think this was completely out of the question during the second explosion because the tragedy already happened, the explosion took place and rescue workers went inside the mine. In this situation, any violation of fire-safety regulations or improper use of equipment was simply out of the question.
The second explosion was the most violent. I am very sorry. I sincerely sympathise with you. I realise that this is a terrible situation. I want to stress once again that formalities are not the main aspect. It is just that all of us want to tell you that you are not alone.
