The message reads, in part:

"Please accept by sincere condolences for the heavy human losses your country suffered in the earthquake and tsunami.

"On behalf of the Russian Government, I would like to ask you to convey my sympathy to the families of the victims, as well as my wishes for an early recovery for the wounded."
