The message reads, in part:
"At the time, the people of the Republic stood together with the officers of the Russian Army, special units and law enforcement in the struggle against the combatants. We pay a tribute of sincere and deep respect to the heroic deed of the defenders of Dagestan and bow our heads before the memory of the fallen.
"At a critical time of ordeals, the residents of Dagestan of various ethnic backgrounds showed true courage and selflessness.
"I am confident that all of the current attempts by criminal and extremist groups to undermine stability in the region, fracture society and disrupt plans for socio-economic development will meet with failure.
"The federal Government of the Russian Federation will always provide the Republic of Dagestan with the necessary support.
"I wish you every success."
