Prime Minister Vladimir Putin signed Executive Order No 1349-r, dated September 21, 2009, approving the concept of the federal targeted programme of the development of radio and television broadcasting in Russia in 2009-2015

The document reads that the state contractor-coordinator of the federal targeted programme of the development of radio and television broadcasting in 2009-2015 (hereinafter referred to as the Programme) shall be the Ministry of Telecommunications and Mass Media of the Russian Federation, while the Ministry of Communications and Mass Media, Federal Agency for Press and Mass Media (Rospechat) and the Federal Communications Agency (Rossvyaz) shall act as state contractors.

The Executive Order also stipulates the ceiling (target) volume of allocations to the Programme from the federal budget at 76.366 million roubles (in prices of corresponding years).

According to the Executive Order, it is the responsibility of the Ministry of Communications and Mass Media to ensure the drafting of the Programme and its submission to the Government in accordance with the established procedure.

The Federal Space Agency is to submit, in accordance with the established procedure, proposals on amending the Federal Space Programme for 2006-2015, approved by Government Resolution No 635, dated October 22, 2005 (as edited by Government Resolution No 683, dated September 15, 2008), with regard to the sources, deadlines and volumes of allocations for the creation of Express-AM5, Express-AMb, Express-AM7 and Express-AM8 satellites.
