The message of congratulation reads, in part:

"In recent years, the relationship between Russia and the European Union has made significant progress, particularly in the context of creating four "common spaces" in Europe, namely the common economic space, the common space of freedom, security and justice, the common space of external security, and the common space of research, education and culture. We have jointly resolved many important issues on the bilateral and international agenda.

"We are eager to continue our constructive dialogue and cooperation with the new line-up of the European Commission, of which you are the head."
