The telegram in part reads:
"This even played a significant role in the history of the region, and of the whole country. You have every right to be proud of the glorious deeds of many generations of fellow countrymen: their achievements during the Second World War, and their achievements in work. The area has a rich cultural history which today is cherished and encouraged.
In the past much was done to strengthen industry, build up agricultural production, and to realise the scientific and intellectual potential of the region. In the current circumstances it is important to preserve and add to these achievements: continuing work to resolve the socio economic challenges efficiently, and to guarantee public welfare."
