Prime Minister Vladimir Putin issued an Executive Order approving the Concept on Developing Charitable Activity and Volunteering in the Russian Federation, and endorsed measures to implement this Concept in 2009-2010

The Executive Order recommends that regional authorities across the Russian Federation work out measures aimed at developing charitable activity and volunteering, and that they factor the Concept's guidelines when formulating regional socio-economic programmes.
