The message reads, in part:
"Small and medium-sized businesses have been playing an increasingly important role in the Russian economy, its diversification and modernisation, the creation of new jobs, and the formation of a numerous and sustainable middle class. It is vital to address these issues at the time of global financial and economic difficulties. Therefore, support for SMEs is a priority for the Russian Government.
"I am sure that the present conference will help find fresh ideas and effective solutions to tap the immense potential of SMEs to the fullest possible extent."
