Prime Minister Vladimir Putin signed Government Resolution № 321 of April 13, 2009, approving the regulations for issuing federal subsidies to air carriers in 2009 to compensate for their profit shortfalls arising from transporting passengers who have air transportation agreements with other carriers whose Air Operator's Certificates were suspended.
