Prime Minister Vladimir Putin issued a decree authorizing the Ministry of Defense to commercial usage of space and military systems and employment of military personnel for launching Proton-M carrier rockets with Briz-M boosters from the Baikonur Space Center, according to the established procedure, to orbit W2A and W7 (France), Nimiq 5 (Canada), and Protostar (Indonesia) telecommunications satellites.
