Prime Minister Vladimir Putin sent a congratulatory message to his North Korean counterpart Kim Yong-il on the 60th anniversary of signing the Agreement on Economic and Cultural Cooperation between Russia and the Democratic People's Republic of Korea.
The message reads, in part:
"This is the first interstate document in the history of bilateral relations that lays the legal ground for the development of mutually beneficial cooperation and partnership, not only with reference to the economy and culture, but also within all other areas.
"We highly appreciate our interaction with the Democratic People's Republic of Korea, our traditional friendly neighbour. We intend to expand and strengthen political, economic, scientific and cultural ties, as well as make joint efforts to ensure peace and stability on the Korean Peninsula."
