Prime Minister Vladimir Putin spoke with Mirek Topolanek, Prime Minister of the Czech Republic now presiding in the European Union, over the phone

Mr Putin told Mr Topolanek that Russia continued to supply transit gas for European consumers to Ukraine despite Kiev's decision to completely shut off all Russian transit-gas flows via its national territory.
"Gazprom will be forced to stop pumping transit gas via Ukraine, unless Ukrainian authorities change their mind in the near future, because this would be pointless as European consumers do not receive the gas anyway," Mr Putin told the Czech Prime Minister.
Mr Putin also supported Mr Topolanek's proposal to send international observers, including EU observers, to Ukraine and Russia to monitor the situation.
