On November 19, 2008 Prime Minister Vladimir Putin signed a decree No 1696-r
1. In accordance with part 5 of Article 13 of the federal law On the Federal Budget for 2008, and for the Plan Period of 2009 and 2010, and with a view to form the source of expenses for the state corporation Deposit Insurance Agency (DIA) in line with federal law, an allocation of 200 billion roubles on behalf of the Russian Federation should be made to the Deposit Insurance Agency from the surplus of the federal budget designed to cover temporary gaps in cash to be used in accordance with the procedures established by the board of directors of the said state corporation.
2. The Finance Ministry is to issue the Russian Federation allocation to the state corporation Deposit Insurance Agency, as mentioned in item 1, in accordance with the established procedure.
