To ensure ecological security and compliance with Russian environmental legislation during preparations for the 22nd Winter Olympic Games and the 11th Paralympics in Sochi in 2014, Prime Minister Vladimir Putin instructed:
1. To adopt a programme of environmental monitoring during the preparation and holding of the 22nd Winter Olympic Games and the 11th Paralympics in Sochi in 2014.
2. The Ministry of Natural Resources to coordinate the work of the executive bodies and organisations taking part in implementing the programme.
3. To recommend to the Russian regions' executive bodies and local administrations to participate in financing the measures stipulated by the programme at the expense of the Russian regions' budgets, local budgets and extra-budgetary funds.
