"Your resounding election victory confirmed the Azerbaijani people's broad support for and confidence in your political course aimed at accelerated political, social and economic development of your country, and strengthening Azerbaijan's prestige on the international arena. I am convinced that in the future the friendly and neighbourly relations between Russia and Azerbaijan will actively develop in all areas to the benefit of both nations, and in the interests of securing regional and international stability."
