"You are considered a bright and talented man with a great deal of creative energy. As president of the Union of Armenians in Russia, you have made a significant personal contribution to the preservation and enrichment of the great traditions of friendship and good neighbourliness that have linked the peoples of Russia and Armenia for many years.

"Largely thanks to you and your perseverance, the Armenian diaspora is productively involved in our country, in developing its economy and social obligations, culture and education, and does much to strengthen inter-ethnic peace and accord in Russia."
