Prime Minister Vladimir Putin congratulates the residents of the Khanty-Mansi Autonomous Area – Yugra on producing its 10 billionth tonne of oil
The message reads, in part:

And of course behind these impressive results also lie the vital activities of the people working in the social sphere. The concerted effort of its residents has turned this harsh northern land into one of the most successful and fastest growing regions in the country.
I am convinced that you will remain true to your fine traditions, and that by implementing new technology and taking care of natural resources and using them wisely you will be able to find effective solutions to the challenges that lie ahead, make a significant contribution to the country's economy and strengthen its energy security.
