The message reads, in part:

"It is important to note that the Federation of Jewish Communities of Russia, an association that unites Jewish communities across Russia, is highly respected here and abroad. Your federation carries out important charity work and participates in educational and enlightenment projects and initiatives. It works to promote the spiritual and cultural traditions of Russian Jews.

The Russian government attaches much importance to the comprehensive and effective work of public and religious organisations, including the Federation of Jewish Communities of Russia. The government appreciates and will support your efforts in providing social services, strengthening interethnic dialogue, establishing religious tolerance among Russians and amicable relations between representatives of different faiths.

I am sure that your conference will accomplish much towards the consolidation of society's positive forces, and for the maintenance of civic harmony and reconciliation."
