"Russia is proud of its world famous science and engineering schools, outstanding researchers, and innovators. Russian scientists have traditionally shown an impressive devotion to their creative research. Their work has contributed to the country's wealth and power and has enhanced its international standing.

Today, highly developed fundamental and applied sciences, and an efficient and up to date academic system and teacher training are essential to the dynamic growth of our economy, and to our global competitiveness. I am sure that the immense potential of the Russian scientific community will continue serving the interests of Russia and its people."
