Prime Minister Vladimir Putin calls Vitaly Maslov, a 25-year-old CP patient from Novokuznetsk during his flight from Kemerovo

The prime minister met Vitaly Maslov in 2009 while looking around one of the old neighbourhoods in Novokuznetsk with its dilapidated housing. As he was walking from a building where he had visited a miner's apartment, Putin saw a young man waving at him from a second-floor window. His guide told Putin that the young man, Vitaly Malsov, had cerebral palsy. The prime minister went back to the building to speak with Maslov. Later that year, the young man's family received a three-room apartment in a different neighbourhood, in Novoilyinsky District.

Talking with Maslov on the phone from the plane, Putin asked if the family was comfortable in their new apartment and wished him luck.
