"The mission of Russian rescue workers is both noble and responsible. You are on first call to come to the rescue of those in trouble. You resolve serious and major tasks to help in the prevention of emergencies, and provision of relief in the aftermath of natural and technological disasters. In the most difficult situations, you unfailingly demonstrate professionalism, devotion to the cause, and personal courage. Such dedicated and irreproachable work has brought you respect not only in our country, but also far beyond it.

"I would like to stress that we will continue prioritising the issues of providing EMERCOM with modern equipment and advanced technology, as well as the training of competent, qualified specialists."
