Prime Minister Vladimir Putin sends a message of congratulations to Yoshihiko Noda on his election as Prime Minister

The message reads, in part:
"The relations between our two countries are developing in a positive manner. I am certain that a continuing, constructive dialogue and invigorated trade, economic investment, and scientific and cultural cooperation will fully meet the interests of the people of Russia and Japan.
"Also, I would like to use this occasion, to confirm our willingness to render any further assistance to Japanese authorities in their efforts to deal with the consequences of the devastating earthquake and resulting accident at the Fukushima-1 nuclear power station.
"Let me wish you good health, happiness and successes in your new position at the head of the Japanese government."
