The message of congratulations reads, in part:

"I am confident that your work in this high office will continue to serve the fundamental interests of the friendly people of Vietnam and to further strengthen the strategic partnership between our two countries. I would like to reiterate our readiness to continue active efforts with you and your government on advancing the entire range of Russian-Vietnamese ties and creating favourable conditions for the realisation of major joint projects in energy, engineering, infrastructure, high technology, and telecommunications, as well as for cooperation in military technology and other areas."
