The objective of these public consultations is to ensure that all points of view are considered when completing final revisions to the draft law. The consultations will run until August 19, 2011.
People can take part in the discussion by going to the website zakon-fom.ru, where they can familiarise themselves with participation requirements and complete the registration process.
These public consultations on the Recreational and Sport Fishing Activities Act are among the first full-scale lawmaking projects to employ crowd-sourcing techniques. Crowd-sourcing allows the use of public opinion to improve legislation. This project sets itself apart from others in that it does not only elicit public opinion, it also involves the public in developing draft laws, directly engaging with their formulation and rating the various versions.
The experience of holding these public consultations will be brought to bear in future government work drafting laws.
