

Prime Minister Vladimir Putin has signed Resolution No. 129 of March 1, 2011 “On introducing amendments to the technical regulations on grid connection of energy consumers, power generating facilities and network facilities.”
The resolution sets standardised formats on grid connection contracts, targeting abuses committed by grid operators upon concluding such contracts.
The adoption of standard forms and requirements for contracts and specifications, which stipulate the maximum amount of power to be provided to connected facilities and the types of power consumers, resolves existing conflicts between grid companies and consumers, making their relations clear and transparent, which is particularly important for decision-making on investment in small and medium-sized businesses.
The standardisation of grid connection contracts will significantly reduce the amount of gray deals and corruption in the industry, as well as the time required to conclude such contracts.
