Prime Minister Vladimir Putin signs Executive Order No. 294-r of February 25, 2011 On the Liquidation of the Federal State Agency, The Fund of Mutual Understanding and Reconciliation, effective March 1, 2011, that made payments from the budgets of the Federal Republic of Germany and Austria to victims of Nazism

At the same time, all functions executed by The Fund of Mutual Understanding and Reconciliation, including the functions associated with compensation to victims of Nazism, shall be transferred to the Russian National Public Fund "The National Charity Fund" and shall be preserved in full. They shall neither be suspended nor reduced.

The National Charity Fund, established in September 1999, is a public charity organisation that provides material support to physical persons in the form of humanitarian and beneficent assistance. The National Charity Fund is authorised to execute certain international activities according to procedures laid out under Russian Federation law and under international agreements concluded by the Russian Federation.

The Government of the Russian Federation shall provide the necessary support for the work of the National Charity Fund.
