The message reads, in part:

"Many very important events have happened in relations between the church and the state in the past few years. A law was recently adopted specifying the procedure for the transfer of religious property to religious organisations. I am confident that this will help us cultivate conditions for the church to continue to develop its social and charitable projects.

"Under your guidance, the Russian Orthodox Church has contributed to the education and enlightenment of young people, protected the family, maternity and childhood, and helped people in need. It has assumed the highly respectable mission of consolidating society and bolstering its moral and spiritual values."
