The message reads, in part:
"You are employed in a key sector of the economy, one that is a government priority. Your competence, responsibility and commitment are essential in building the country's energy security, reaching its industrial and agricultural potential and improving its social infrastructure – all pursuits that influence the quality of life in Russia.
"This year we mark an important date, the 90th anniversary of GOELRO, the Soviet government's first plan for national economic recovery and power system development.
"Today Russia's energy system includes 77 power grids, and is the world's largest centralised system of its kind.
"I am confident that you will continue drawing from the vast experience and traditions of your predecessors in the industry, as well as making an immense contribution to Russia's national economy and to resolving the industry's problems, including modernisation, an investment friendly environment, ecologically oriented technology, and a stable power supply for consumers."
