The message reads, in part:
"Your forum has gathered delegates from the cities and districts of Dagestan, including its government and business leaders. This forum is an important and timely initiative, a milestone event for the republic and all of the North Caucasus.
"Dagestan is known for and values its rich history, centuries old spiritual values, original culture, its customs and lifestyle and, most importantly, the unique traditions of trust, mutual understanding and hospitality that since ancient times have supported human relations.
"Today the republic is facing important, challenging tasks, the most important of which are to preserve peace and understanding between people of different nationalities and religions, to lead a strong willed and consistent fight against organised crime, corruption and extremism and to protect people's security, legal rights and interests. A resolution of these problems will directly influence Dagestan's potential development, the creation of a favourable investment climate and better lives for the people.
"I am hopeful that the proposals and recommendations forwarded by the congress will contribute to overall progress in the Republic of Dagestan for the benefit of all of Russia.
