Prime Minister Vladimir Putin extends his greetings to Governor Dmitry Kobylkin of the Yamalo-Nenets Autonomous Area as well as participants and guests of the first international documentary film festival Arktika

The message reads, in part:

"This festival, timed to coincide with celebrations of the 80th anniversary of the founding of the Yamalo-Nenets Autonomous Area, has brought together many filmmakers from different countries, both renowned masters and those who are making their first forays in film in the hope of reaching great heights. Their riveting, meaningful films all touch on one fundamental, yet inexhaustible theme: the Arctic, the need to preserve its unique nature and original culture, the traditions and customs of its indigenous people, as well as an earnest desire to make the Arctic into a territory of peace, understanding and cooperation.

"I have confidence that this festival will be a successful and outstanding cultural and social event. It will certainly help further strengthen cultural ties between countries and regions and promote a spirit of trust and partnership in the Arctic."
