Prime Minister Vladimir Putin signs executive order No. 1821-r dated October 21, 2010

Under the document, the Ministry of Education and Science is to receive five billion roubles' worth of 2010 federal-budget allocations towards implementing additional measures of support for the social sector. These funds will be used to implement Government-approved programmes to expand federal state independent higher professional education establishments, namely, the Kazan (Volga) Federal University, the Northern (Arctic) Federal University, the Urals Federal University named after the First Russian President Boris Yeltsin, the Northeastern Federal University named after Amosov and the Far Eastern Federal University.
