Under the document, as part of the 2010 federal-budget allocations towards implementing additional measures of support for the social sector, the Ministry of Education and Science is to receive six billion roubles for university-development programmes as regards the establishment of national research universities.
Moreover, the Ministry of Education and Science has been instructed to transfer the 2010 budgetary state-support allocations in line with established procedures, working from the results of the competitive selection of university development programmes and the creation of the National Research University as a category, to federal-budget managers within whose purview the selected universities fall.
