A message of congratulations sent to chairmen of the religious boards of Muslims in Russia says, in part:

Representatives of the religious Muslim boards of various levels take part in discussions on the development of civil society and are active in charity projects. The ample moral and ethical potential of Islam is widely applied, with inter-faith cooperation steadily strengthening. Creation of Islamic educational establishments continues as they improve their contacts with secular educational institutions.
"On this radiant holiday, I wish you, your relatives and family members, and all worshippers prosperity, good health and successes. May the good beginnings of the month of Ramadan always endure in your thoughts and deeds."
