The executive order charges the Federal Agency for Subsoil Use with holding an open tender for the right to use a subsoil site of federal importance, including the Roman Trebs and Anatoly Titov oil fields in the Nenets Autonomous Area, for the purposes of geological exploration and the prospecting and production of hydrocarbons under a combined license, in accordance with the procedures contained in the appendix.
The executive order also instructs the agency to adopt by August 1, 2010 the rules governing the work of the tender commission, requirements for tender documentation and tender notifications, and a list of the members on the tender commission. Under the executive order, the agency is to hold the tender in the fourth quarter of 2010.
